Women's Enterprise Organizations of Canada (WEOC) – National Loan Program

Loans up to $50,000 for women entrepreneurs across Canada, delivered through WEOC's regional partner network and funded under the Government of Canada's Women Entrepreneurship Strategy. One of the Manitoba-eligible delivery organizations for the federal Women Entrepreneurship Loan Fund umbrella, alongside DELIA/Nventure (see delia_nventure_wel) and WECM.
Do not confuse with mb_wedc (WeMB) or delia_nventure_wel (DELIA/Nventure) — three separately-administered organizations can all serve the same Manitoba women-owned applicant under the federal WEL Fund umbrella, with different underwriting: WEOC caps at Prime+4%, up to $50,000; DELIA is Prime+2%–4%, up to $50,000 with ~$15,000 typical approvals; WeMB is $5,000–$150,000 with rate not published on its own page as of last check. 'Prime + 4% or less' is a fixed rate set at the time of the loan, not a published flat number — confirm the live rate at weoc.ca before quoting a client a figure.
Who qualifies
- Individual applicant: at least 19 years old, Canadian citizen or Permanent Resident, residing in Canada
- Business over 50% women-owned, with gross revenues that do not exceed $2 million
- Loans up to $50,000, fixed for the term at Prime + 4% or less, terms up to 5 years
- Early repayment in part or in full, without penalty or breakage fees
- Business plan with cash flow forecasts for a minimum of 2 years required
- Eligible uses: capital assets, working capital, digital/e-commerce, business start-up costs, inventory, professional services, employee training, marketing
- Ineligible uses: real property purchase, refinancing existing debt, owner salaries/dividends, franchise fees
