PrairiesCan – Regional Tariff Response Initiative (RTRI)

Also known as: PrairiesCan RTRI

Federal contribution program helping Prairie businesses adapt to U.S./China tariffs and Canadian counter-tariffs. Enhanced in September 2026: eligible businesses can receive non-repayable contributions up to a combined $3 million — up to $1 million for a pivot project and up to $2 million for liquidity assistance — each at up to 50% of eligible costs. Pivot projects over $1 million are supported instead as repayable, interest-free contributions at up to 75% of eligible costs, to a total RTRI maximum of $20 million. Applications accepted until December 31, 2028, or until funding is fully committed; liquidity assistance runs up to 12 months ending no later than March 31, 2028, and pivot projects must end no later than March 31, 2029.

Applicants are normally limited to one RTRI project approval. RE-VERIFIED 2026-09-15, after the drift monitor flagged the entry a second time. The facts were all correct; the sourceQuote was the defect. It had been written as a PARAPHRASE that also pulled its eligibility sentence from the /eligibility.html sub-page, so it asserted text that was never on this entry's sourceUrl at all — the monitor could only ever match it by luck, and the day canada.ca reflowed the landing page into its "expanded RTRI" version the entry went red while nothing about the program had changed. A sourceQuote now quotes the sourceUrl page and nothing else, verbatim (checklist §1 step 3); sub-page facts live here, which is the pattern prairies_can_rdii already follows. Newly stated on the landing page as of 2026-09-15 and folded into description/sourceQuote: the initiative is "a $3.45 billion initiative", liquidity assistance runs "up to 12 months, ending no later than March 31, 2028", and "All pivot projects must be completed by March 31, 2029." The 2026-09-13 re-verification still stands on its own terms: the deadline had moved from December 31, 2027 to December 31, 2028 and the funding structure was rebuilt. Funding facts are from the /information.html sub-page (not this entry's sourceUrl, so NOT covered by the automated drift check — re-read it by hand when re-stamping): "Up to $2 million... Up to 50% of eligible costs" for liquidity assistance; "Up to $1 million for projects with local or regional economic benefits" at "Up to 50% of eligible costs" for non-repayable pivot projects; "Over $1 million for larger scale transformative projects" at "Up to 75% of eligible costs", where "Repayable contributions are interest-free"; "up to a maximum of $3 million in combined non-repayable funding" and "up to a maximum of $20 million in total RTRI funding when repayable support is included." Eligibility is from the /eligibility.html sub-page (re-fetched 2026-09-15, unchanged — and this is where the annual-revenue HARD GATE's only source lives, so that gate is likewise outside the automated check): "be an incorporated for-profit business located and operating in the Prairies", "have a minimum of $1 million in annual revenue in one or both of your company's last two fiscal years", "must have been viable prior to tariffs". The previous entry's "1 and 499 full-time employees" and "in operation for at least 2 years" criteria are NOT on that page as of 2026-09-15 either (re-checked) and their hard gates were removed; a web-search summary still repeated them, but the direct fetch is what this follows. If a client is told those gates no longer apply, re-check the page first — a dropped criterion is the kind of change a program can reverse. Not to be confused with prairies_can_regi (BSP) or prairies_can_rdii (RDII) — a separate, concurrently-running PrairiesCan initiative for defence-supply-chain projects specifically. Intake deadline 2028-12-31 — submit before this date.
