Manitoba Works Capital Incentive (MWCI)

Provincial tax-increment incentive (Economic Programs Branch, Business, Mining, Trade and Job Creation) for large capital projects. An approved proponent receives a rebate of the incremental (new) education property taxes generated by the capital investment on a designated property for a period of up to 20 years. The incremental education tax is labelled a Community Revitalization Levy, paid by the owner to the municipality and returned to the owner by the department. The Province pays only what is actually collected, and only after it is collected.

Application-based and negotiated with the Economic Programs Branch; the rebate's value depends on the assessed increase in property value and can run up to 20 years. Whether a Crown-corporation source (e.g. BDC debt financing, Efficiency Manitoba incentives) counts toward or against the 65% private-source test is not addressed on MWCI's own materials — confirm directly with the Economic Programs Branch before assuming either way.
