Urban/Hometown Green Team Program

Provincial seasonal wage-subsidy program funding non-profit organizations, education authorities, Northern Affairs Community Councils, and municipal governments to hire youth aged 15–29 for community-development summer employment (neighbourhood improvement, community involvement, youth leadership).
Funding is not guaranteed even for prior-year recipients — allocated as resources allow against program priorities (2026 priorities: municipalities, Northern Affairs communities, community-based orgs in designated community renewal areas, and accredited camps; full-time roles; skill/leadership development; demonstrated community need/partnerships). Non-profit/education/Northern Affairs recipients get a 65% advance payment once an Employee Profile form is approved; the remaining up to 35% is reimbursed after project completion. Reissued annually — confirm next intake date before advising. Intake closed 2026-01-26 — next intake date not yet announced. Confirm current status directly with the program.
Who qualifies
- Eligible sponsor/employer types: non-profit organizations, education authorities, Northern Affairs Community Councils, and municipal governments — hiring youth aged 15 to 29 (youth apply directly to funded employers, not to the province)
- Northern Affairs Community Councils, non-profit organizations, and education authorities are reimbursed at the Manitoba minimum wage rate plus 4% vacation allowance and CPP/EI remittances, plus up to $250 in support costs per approved employee
- Municipal governments are reimbursed at HALF the minimum wage rate plus 4% vacation and CPP/EI, plus up to $125 in support costs, on a 50/50 cost-shared basis — a lower rate than non-profits get
- Employee must be 15–29, Manitoba-resident, legally entitled to work in Canada, hold a valid SIN, and (if 15) complete the Young Worker Readiness Certificate course
- Ineligible project types: projects on First Nation Reserve lands, advocacy/fundraising-solicitation projects, and lifeguarding/swimming instruction/pool maintenance roles
