Efficiency Manitoba — New Buildings Program 3.0

Efficiency Manitoba incentive for designing and constructing a new, energy-efficient commercial, multi-unit residential, or industrial building (or a building addition). Two components: an Energy Modelling Assistance Incentive (up to $12,000) for design-stage energy modelling, and a Performance Path incentive (up to $11.20/sq.ft., scaled to $0.60-$3.50/sq.ft. for 5%-30% energy savings above the NECB 2020 reference building) for construction, plus an optional systems-manual bonus (additional 10% of the Performance Path incentive, up to $12,000). A time-limited Ground Source Heat Pump bonus offers a 100% bonus on the performance incentive for multi-unit residential buildings installing a ground-source heat pump as primary heating, for projects enrolled by March 31, 2027.
Whether a licensed personal-care/dementia-care residence is treated as "commercial" or "multi-unit residential" under this program isn't stated on the official page — confirm the building's classification directly with Efficiency Manitoba before advising a client. The application-BEFORE-tendering/permit timing gate is a per-project milestone gate, NOT a calendar deadline — if tendering or permitting has already happened for THAT SPECIFIC project, the program is likely no longer available for it, but the program itself is not seasonally "closed." Re-checked 2026-07-29 specifically for a fixed calendar application deadline (prompted by this program being fabricated as "Intake currently closed" in a real client document, for a project that — like Provider Homes here — hadn't yet tendered or been issued a permit, so the milestone gate didn't even apply): confirmed no fixed calendar deadline exists for the main Performance Path/EMAI intake; the ONLY calendar cutoff is the separate Ground Source Heat Pump bonus (enrollment by March 31, 2027, already captured in the description above) — that bonus deadline does not mean the base program is closed. Who qualifies
- Must be a new building or a building addition (not an existing building with no expansion)
- Must follow the National Energy Code of Canada for Buildings (NECB) 2020 Tier 1 and applicable Manitoba amendments
- Proposed design must demonstrate at least 5% energy savings vs. the NECB 2020 reference building
- Must contact Efficiency Manitoba and apply BEFORE the project is tendered and BEFORE the building permit is issued — this is a hard timing gate, not a suggestion
- Covers commercial, multi-unit residential, and industrial buildings; a residential building of 3 storeys or less with a footprint of 600 sq. metres or less that isn't required to comply with NECB 2020 is directed to the separate New Homes Program instead
