50% cost-shared reimbursement grant for employee training or HR strategy development. Up to $10,000/employee for training, $25,000 for HR strategy, $100,000 total maximum.

Who qualifies
- Fewer than 500 FTE employees including all affiliates
- ⚠️ HARD GATE: fully operational for at least 1 year at time of applying — NO exceptions (verified against gov.mb.ca July 2026; there is no youth/startup waiver)
- Training by arm's-length third party whose primary business is training
- Training leads to new employment, better job, or increased job security
- Ineligible: compliance-only training, degree/diploma programs, conferences, related-party trainers
- Training must fall within current fiscal year (April 1 – March 31)
- Participant eligibility (per the official application form, confirmed at signing — not score-gated here): all training participants must be legally entitled to work in Canada, living AND working in Manitoba, and not temporary workers who are neither Canadian citizens nor permanent residents
- Applicant eligibility (per the official application form, confirmed at signing — not score-gated here): the company must not be in an overpayment situation with the Province of Manitoba, and must not be a K-12 school funded by provincial/federal sources, a federal or provincial government, or a federal or provincial Crown corporation/agency
